HNEC Approves Preliminary Results for Contract Editors Syndicate Elections Across Five Libyan Cities

Libya's election authority certifies initial outcomes for professional syndicate elections in Tripoli, Benghazi, Misrata, Al-Khums, and Sabha

The Board of the High National Elections Commission (HNEC) issued Decision No. 143 of 2026 on July 12, formally approving the preliminary results for the election of sub-unions of the Libyan Contract Editors Syndicate. The decision, published in the official legal registry, covers five sub-unions across major Libyan cities and marks a key step in the professional syndicate electoral process.

Legal Framework and Decision Basis

The HNEC Board issued the decision during its 19th session of 2026, held on July 9. The decision draws on multiple legal foundations, including Law No. 8 of 2013 establishing HNEC, the Constitutional Declaration of August 3, 2011, and Law No. 3 of 2023 concerning syndicates, unions, and professional associations. It also references Decision No. 10 of 2024 adopting the regulatory framework for syndicate elections and Decision No. 6 of 2025 adopting procedural rules specific to the Contract Editors Syndicate elections.

The Commission's legal framework was further supported by Resolution No. 37 of 2024 from the Professional Syndicates and Associations Accreditation Committee at the Presidency of the House of Representatives, which registered the founding charter and operating license of the General Syndicate of Libyan Contract Editors.

Election Results by Sub-Union

The HNEC Board approved the preliminary results based on a submission from the Director of the Syndicate Elections Department. Five sub-unions participated in the electoral process, with three competing electoral lists securing seats across different regions:

1. Tripoli Sub-Union — List "Al-Qalam"
The elected members include Abdullah Hakim Abdullah Bilal, Mahmoud Khalifa Mohamed Ouhayba, Rabie Suleiman Amhamed Al-Shammakhi, Mustafa Rajab Abdulsalam Abribesh, and Hussein Mohamed bin Fayid Aboudinar.

2. Al-Khums Sub-Union — List "Al-Mizan"
The winning candidates are Ibrahim Bashir Musa Ismail, Nasser Mohamed Onallah Zaqloom, Ibrahim Suwaissi Ibrahim Al-Sharif, and Moammar Al-Mabrouk Ahmidah Ashour.

3. Sabha Sub-Union — List "Al-Mizan"
The southern sub-union's elected council consists of Ibrahim Mohamed Zaid Ibrahim, Amhamed Ismail Hussein Al-Sharif, Saleh Al-Mahdi Abdulsalam Mahmoud, and Arhouma Omar Jibril Arhouma.

4. Misrata Sub-Union — List "Al-Mizan"
Three candidates secured seats: Hisham Mohamed Salem Amberikah, Osama Faraj Dhuw Abdaljalil, and Abdullah Abdulsalam Abdullah Al-Sour.

5. Benghazi Sub-Union — List "Sa'irun"
The eastern sub-union's council includes Ibrahim Shuaib Tayeb Madi Al-Fakhri, Khalid Al-Mabrouk Amhamed Al-Arabi, Emad Muftah Amhamed Ibrahim Dihoum, Hamza Atiya Allah Amharb Al-Dulaimi, and Rawia Radi Faraj Sayyid Hasan.

Significance for Libya's Professional Sector

The approval of these preliminary results represents a significant step in institutionalizing professional syndicate elections in Libya under the regulatory oversight of HNEC. Law No. 3 of 2023 provides the legal framework for syndicates, unions, and professional associations, establishing clear electoral procedures and standards.

The Contract Editors Syndicate, which received its operating license through Resolution No. 37 of 2024, plays a vital role in regulating the contract editing profession across Libya. The election of sub-union councils in five major cities — Tripoli, Benghazi, Misrata, Al-Khums, and Sabha — ensures geographic representation and professional governance at the regional level.

Implementation and Next Steps

According to the decision text, the ruling takes effect from the date of its issuance. All relevant parties are required to comply and implement according to their respective jurisdictions. The decision also mandates publication through available media channels to ensure transparency and public awareness.

The preliminary nature of these results means they remain subject to any challenge procedures established under HNEC's electoral regulations. Final certification will follow the completion of the legally prescribed review period and resolution of any objections.
