On Monday, June 15, 2026, the Second General Conference of the Asian-African Parliamentary Council convened in Benghazi, Libya, and elected Libyan House of Representatives Speaker Counselor Aguila Saleh as its new president. The vote, announced during the opening session, reflects broad confidence in Libya's parliament and its growing role in regional and international legislative cooperation. The two-day conference brought together parliamentary delegations from across Asia and Africa, marking a significant diplomatic milestone for Libya.
The conference drew wide representation from legislative bodies across both continents. Delegations arrived at Benina International Airport from the Comoros, Egypt, the Republic of the Congo, Sierra Leone, Nigeria, Liberia, Iran, Madagascar, and Palestine, among others. Also present were representatives from the African Parliament, the African Parliamentary Union, the Mediterranean Parliament, and the International Federation of Asian and African Trade Unions, alongside ambassadors and heads of diplomatic missions accredited to Libya.
In his opening address as conference president, Aguila Saleh expressed pride in Libya hosting this landmark event. "Benghazi today represents a model of stability and reconstruction after overcoming the challenges of terrorism and extremism," he said. He emphasized that holding the conference in Benghazi carries deep political and institutional significance, sending a message to the international community that Libya has restored its security, stability, and regional standing through the efforts of its national institutions and the will of its people.
The election of Saleh and the hosting of the conference in Benghazi signal Libya's renewed engagement with multilateral institutions after years of internal conflict. Parliamentary spokesperson Abdullah Bliheq stated that the selection "reflects the confidence enjoyed by the House of Representatives and its role in supporting joint parliamentary work at the regional and international levels." The choice of Benghazi as the council's permanent seat further underscores the city's transformation from a conflict zone to a hub of international diplomacy — a narrative central to Libya's current political identity.
