The Libyan passport has recorded a notable improvement in global mobility rankings for 2026, moving up five places on the Henley Passport Index to rank 88th worldwide, up from 93rd in 2025. This shift officially removes the Libyan passport from the list of the ten weakest passports globally, according to the London-based Henley & Partners report.
Similarly, PassportGrade rates the Libyan passport at 67th globally with a mobility score of 83, reflecting expanding travel opportunities for Libyan citizens. The improvement signals gradual progress in Libya's international standing and bilateral relations.
Libyan passport holders can currently enter 13 countries without obtaining a visa in advance. These visa-free destinations span Africa, the Caribbean, Asia, and Oceania, offering a growing range of travel options for tourism, business, and family visits.
Beyond visa-free access, Libyans can obtain visas on arrival in approximately 30 countries and electronic travel authorizations (eVisa) for several more destinations, bringing the total accessible countries to over 40 without requiring a traditional embassy visa appointment.

Several other countries including Benin, Bolivia, Cambodia, Cape Verde, Ethiopia, Madagascar, and Togo offer visa-on-arrival facilities to Libyan travelers, further expanding border-free access.
Africa remains the continent with the greatest visa-free and visa-on-arrival access for Libyan passport holders, with over 15 African nations offering simplified entry procedures. This reflects Libya's geographic and diplomatic ties within the African Union and the broader Arab League framework.
Asia and the Caribbean provide additional visa-free options, while Europe and North America continue to require advance visas for Libyan citizens. The disparity underscores the passport's partial recovery rather than full restoration of global mobility.
Several factors contribute to the improved ranking. Diplomatic efforts by the Government of National Unity and the Libyan Ministry of Foreign Affairs have strengthened bilateral relations with key partner nations. Tunisia and Algeria, while not visa-free, have maintained relatively accessible visa procedures for Libyan travelers.
Additionally, Libya's progress in security stabilization since the 2020 ceasefire has led to reduced travel restrictions from certain nations. The Henley Passport Index methodology considers not only visa-free access but also the breadth of international recognition — an area where Libya has seen incremental gains.
The growth of electronic visa systems has particularly benefited Libyan travelers. Countries like Turkey, Cambodia, Egypt, and Rwanda offer streamlined eVisa applications that reduce processing time from weeks to days. These digital systems bypass traditional embassy bottlenecks, making international travel more accessible for Libyans.
Libyans should always verify entry requirements with the destination country's embassy or official visa portal before booking travel, as regulations can change with limited notice.
When planning international travel, Libyan citizens should ensure their passport has at least six months validity remaining and contains sufficient blank pages for entry stamps. Travel insurance covering medical evacuation is strongly recommended for destinations outside North Africa.
For visa-on-arrival destinations, carrying passport-sized photographs and the exact visa fee in US dollars or local currency can smooth the entry process. Registering with the nearest Libyan embassy or consulate upon arrival is also advised for safety and emergency communication.
