PAP President Boutbig Chairs Strategic Orientation Meeting for Permanent Committees Ahead of 7th Ordinary Session
The Pan-African Parliament (PAP) convened a high-level strategic orientation meeting for its permanent committees on Monday, July 20, 2026, at its headquarters in Midrand, South Africa, with active participation from Libyan lawmakers. The session marks a critical preparatory phase ahead of the First Ordinary Session of the Seventh Legislature, scheduled for July 27–30, 2026.
Chaired by PAP President H.E. Dr. Fateh Boutbig, the meeting brought together committee chairs, bureau members, and representatives from across the African Union's 55 member states. The gathering operated under the AU Theme of the Year 2026: "Ensuring Sustainable Availability of Water and Safe Sanitation Systems to Achieve Agenda 2063 Goals."
Libya's Representation at the Strategic Meeting
Three members of the Libyan House of Representatives actively participated in the strategic orientation session, reflecting Libya's continued engagement in continental decision-making. The Libyan delegation included Salah Qalma Yasko, Chair of the Permanent Committee on Rules, Privileges and Discipline at PAP; Abdul Qadir Hassan Yahya, Rapporteur of the North Africa Group within the Pan-African Parliament; and Salem Masoud Qnan, member of the Committee on Cooperation, International Relations and Conflict Resolution.
According to the media office of the Libyan House of Representatives, the Libyan MPs joined their counterparts from across the continent to discuss the strategic trajectory of the Pan-African Parliament's standing committees. Their participation underscores Libya's commitment to contributing to Africa's legislative development and integration agenda.
President Boutbig's Vision for Committee Reform
During the opening session, PAP Secretary-General delivered a welcoming address, after which President Boutbig took the floor to outline his strategic vision. Boutbig emphasized that the permanent committees constitute the "main engine" of the Pan-African Parliament's activities, according to reports from the meeting.
The President stressed the urgent need to develop committee work mechanisms and enhance their effectiveness in carrying out legislative, oversight, and advisory functions. He called for empowering these committees to fully assume their roles in serving the aspirations of African peoples, advancing development across the continent, and supporting the goals of the African Union's Agenda 2063.
AU 2026 Theme: Water Security and Sanitation
The strategic orientation meeting placed special emphasis on the AU Theme of the Year 2026, which focuses on water security and sanitation across Africa. With millions of Africans still lacking access to clean water and safe sanitation facilities, the theme aligns with Agenda 2063's goal of ensuring sustainable and inclusive development.
Committee members discussed how parliamentary oversight and legislative action can accelerate progress on water infrastructure, sanitation systems, and climate-resilient water management. The discussions highlighted the role of national parliaments in domesticating continental policies and ensuring that AU resolutions translate into tangible improvements for citizens.
Preparations for the Seventh Ordinary Session
The strategic orientation meeting serves as a foundational step for the First Ordinary Session of the Seventh Legislature, set to convene from July 27 to July 30, 2026, at the PAP headquarters in Midrand. During the session, committee reports and recommendations will be presented for plenary consideration before being forwarded to the Assembly of Heads of State and Government.
The newly elected Bureau, which took office following the Extraordinary Session held April 28–30, 2026, will guide the Parliament's work over a three-year term. The Bureau represents all five regions of the continent and is tasked with providing strategic direction to the legislative body.
Participants alsoengaged in a question-and-answer segment, during which President Boutbig responded to inquiries from parliamentarians across various committees. The First Vice President of PAP concluded the proceedings with closing remarks, reaffirming the institution's commitment to effective continental governance.
Libya's Role in African Parliamentary Diplomacy
Libya's active participation in PAP's strategic meetings reflects its broader foreign policy approach of engaging with continental institutions. As a founding member of the African Union, Libya holds significant stakes in shaping African legislative frameworks, particularly on issues ranging from peace and security to economic integration and resource governance.
