Massad Boulos, Senior Advisor to US President Donald Trump for Arab and African Affairs, announced that representatives from eastern and western Libya have made significant progress in overcoming political divisions for the benefit of the country. In written remarks to Asharq Al-Awsat newspaper, Boulos described the negotiation momentum as achieving "tangible steps" toward unity.
The remarks come amid intensified diplomatic efforts to resolve Libya's decade-long institutional divide, with the United States playing an increasingly active role in facilitating dialogue between rival power centers in Tripoli and Benghazi.
Concrete Milestones Achieved
Boulos highlighted several concrete achievements that signal progress in the reconciliation process. These include an agreement on a unified development program, the approval of a unified national budget, and the joint participation of military forces from both eastern and western Libya in the "Flintlock 26" exercises held in Sirte.
"These measures aim to build trust between military personnel," Boulos stated, calling for continued work toward unified governance between the east and west to strengthen stability. He emphasized that national unity represents the foundation for legitimacy and the holding of democratic elections.
US Supports Libyan-Led Political Track
Regarding the roadmap proposed by the United Nations Support Mission in Libya (UNSMIL), Boulos confirmed that the United States supports the UN-led process and coordinates with UN envoy Hanna Tetteh. He clarified that American diplomatic movements are designed to support the mission's efforts, not replace them.
The senior advisor stressed that any political initiative concerning Libya must be inclusive, bringing together various parties and stakeholders from all regions and institutions. Washington maintains communication with multiple components and encourages leadership inclusivity, he added.
Oil, Economy, and Sovereignty
Addressing speculation about US focus on Libya's oil sector, Boulos stated that Washington supports improving the Libyan economy holistically, not just the energy sector. He noted that addressing revenue issues and resource distribution are critical factors for achieving long-term stability.
Boulos pointed out that developments in Libyan state authorities, particularly the National Oil Corporation, have contributed to increased investment and interest from major American companies. These developments include the rehabilitation of existing fields and securing new exploration rights.
He firmly denied that US diplomatic moves in Libya are linked to international competition with Russia or China. "The goal is to support a unified Libya capable of protecting its sovereignty, enhancing stability, and expanding economic opportunities," he said.

Boulos discussed his recent visit to the city of Misrata, where he met with the Council of Elders and elected municipal leaders. He described these consultations as essential for supporting a successful municipal election path and achieving a stable, unified Libya.

Boulos reiterated that the final details of any agreement to unify Libyan institutions must be decided by Libyans themselves.
