Digital 2026: Libya's Internet and Social Media Landscape Revealed

Libya's digital landscape continues to evolve at a remarkable pace, with new data from DataReportal's Digital 2026 report revealing striking figures about how Libyans connect, communicate, and consume content online. With nearly 90% of the population now online, the North African nation is embracing the digital revolution in ways that are reshaping its social and economic fabric.

Internet Penetration Reaches 88.5%

According to the latest figures published in the Digital 2026 report, Libya had 6.62 million internet users at the end of 2025, representing an internet penetration rate of 88.5% of the total population. This milestone places Libya among the more connected nations in North Africa, reflecting years of investment in telecommunications infrastructure and the growing affordability of smartphones and mobile data packages across the country.

The total population of Libya stood at 7.48 million in late 2025, having grown by 78 thousand people (1.1%) over the previous year. With a median age of just 27.7 years, Libya's young and increasingly urbanized population — 82.3% live in urban centers — is a key driver behind the rapid adoption of digital technologies and online services.

Social Media Usage Surpasses Internet User Numbers

One of the most notable findings in the report is that social media user identities in Libya reached 6.70 million in October 2025, equivalent to 89.6% of the total population. This figure actually exceeds the number of internet users, a phenomenon that can be explained by individuals maintaining multiple accounts across different platforms, as well as the use of social media through shared or community internet connections.

Platforms like Facebook, Instagram, TikTok, and X (formerly Twitter) have become central to daily life for millions of Libyans, serving as primary channels for news consumption, business communication, entertainment, and civic engagement. The high social media penetration rate underscores the importance of these platforms in shaping public opinion and driving digital commerce in Libya.

Mobile Connections Hit 199% of Population

Data from GSMA Intelligence shows that Libya had 14.9 million active cellular mobile connections at the end of 2025, a figure equivalent to 199% of the total population. This means that, on average, every person in Libya has nearly two mobile connections. The proliferation of dual-SIM phones, eSIM technology, and the practice of maintaining separate personal and work lines all contribute to this high ratio.

The number of mobile connections grew by 330 thousand (2.3%) between the end of 2024 and the end of 2025, indicating continued expansion in mobile connectivity. Furthermore, 94.4% of mobile connections in Libya are now broadband-capable, enabling faster internet access and supporting the growth of data-intensive applications such as video streaming, online gaming, and e-commerce platforms.

What These Numbers Mean for Libya's Future

The Digital 2026 data paints a clear picture: Libya is a nation that is rapidly going digital. With a young, urban population and near-universal social media adoption, the country presents significant opportunities for digital businesses, online education initiatives, e-government services, and tech entrepreneurship. The challenge for policymakers and industry leaders will be to ensure that digital infrastructure keeps pace with demand and that the benefits of connectivity reach all segments of Libyan society.

As Libya continues its path toward stability and reconstruction, the digital sector stands out as one of the most dynamic and promising areas of growth. The data from Digital 2026 confirms that Libyans are not just passive consumers of technology — they are active participants in the global digital economy.
