Damascus visit yields landmark agreement between Libyan and Syrian business chambers
A Libyan delegation from the General Union of Chambers of Commerce, Industry and Agriculture signed a memorandum of understanding with the Federation of Syrian Chambers of Commerce in Damascus on Wednesday, concluding a four-day official visit aimed at strengthening bilateral trade and investment ties.
The agreement, signed on July 22, 2026, marks the latest step in a series of efforts to rebuild economic bridges between the two Arab nations after years of disrupted relations.
Delegation led by union chairman
The Libyan delegation, led by the chairman of the General Union of Chambers of Commerce, Industry and Agriculture, visited Damascus from July 19 to 22. The visit was held under the patronage of Libya's ambassador to Syria, Walid Ammar, signalling high-level diplomatic support for the economic initiative.
During the visit, the Libyan delegation held a series of meetings with officials from both the Federation of Syrian Chambers of Industry and the Federation of Syrian Chambers of Commerce. Discussions focused on concrete mechanisms to enhance cooperation across multiple sectors including trade, industry, agriculture, and investment.
Textile industry and investment opportunities
As part of the visit, the Libyan delegation toured the Nass Tex International Textile Exhibition, where members reviewed the latest technologies and innovations in the textile industry. The exhibition provided Libyan business leaders with a firsthand look at investment opportunities available in the Syrian market, particularly in the textile and manufacturing sectors.
Syria's textile industry, once a cornerstone of its manufacturing economy, has shown signs of recovery in recent years. Libyan investors and business figures explored potential partnerships that could benefit from Syria's textile expertise while opening new markets for Libyan goods.
Scope of the memorandum of understanding
The MoU signed between the General Union of Chambers of Commerce, Industry and Agriculture in Libya and the Federation of Syrian Chambers of Commerce aims to strengthen economic cooperation, expand areas of partnership, and create broader opportunities for trade and investment between the two countries.
According to the union's statement, both sides agreed to work on facilitating trade exchange, removing barriers to economic collaboration, and establishing joint working groups to follow up on implementation. The agreement is expected to pave the way for Libyan and Syrian businesses to engage more freely in cross-border trade and joint ventures.
Growing momentum in Libya-Syria economic ties
This latest agreement builds on a series of recent developments in Libya-Syria relations. In April 2026, direct Damascus–Tripoli flights were launched to boost ties between the two capitals. That same month, Syrian officials discussed reviving maritime links with Libya, signalling a broader push to restore transportation and trade routes.
At the political level, Libyan Prime Minister Abdul Hamid Dbeibah reviewed regional developments with Syrian President Bashar al-Assad in March 2026, further underscoring the warming of bilateral relations.
These economic and diplomatic moves reflect a mutual recognition that closer cooperation serves the interests of both countries. For Libya, strengthening ties with Syria opens access to new markets and investment opportunities. For Syria, Libyan partnerships offer a gateway to the North African market and potential investment capital.
