The Speaker of the Libyan House of Representatives, Counselor Aguila Saleh, held a high-level meeting on Thursday with the United Nations Secretary-General's Special Envoy to Libya, Hanna Tetteh, along with her Deputy Stephanie Khoury, to discuss the latest political developments and pathways to resolve the country's prolonged crisis.
During the meeting, Saleh reiterated the House of Representatives' unwavering position on achieving stability through a consensual democratic process. He stressed the necessity of supporting international efforts aimed at creating the appropriate conditions for holding both presidential and parliamentary elections, in fulfillment of the Libyan people's longstanding aspirations for a unified and stable state.
"The only path to lasting peace in Libya is through the ballot box," Saleh was quoted as saying, emphasizing that elections remain the cornerstone of any credible political solution. The Speaker called on all Libyan parties to set aside differences and engage constructively with UN-facilitated initiatives.
Hanna Tetteh, who assumed her role as UN Envoy to Libya earlier this year, praised the constructive role of the House of Representatives in advancing the political process. She reaffirmed the United Nations' commitment to continuing its support and mediation efforts to bridge the gaps between Libyan stakeholders.
Tetteh stated that the UN remains dedicated to preserving Libya's unity, sovereignty, and territorial integrity, noting that the organization is working intensively with all parties to create a conducive environment for inclusive political dialogue. She emphasized that the international community stands ready to support any consensus reached by Libyans themselves.
Libya has been grappling with political fragmentation since the failure to hold national elections in December 2021, which were originally scheduled under a UN-backed roadmap. The postponement plunged the country back into institutional division, with competing governments and ongoing disagreements over electoral laws and the eligibility of key candidates.
The House of Representatives, based in the eastern city of Benghazi, has been a central actor in the political landscape, passing legislation related to elections and engaging in dialogue with various Libyan factions and international mediators. The current impasse centers on unresolved disputes over the legal framework for elections and the formation of a unified government capable of overseeing the electoral process.
The meeting comes amid renewed international pressure on Libyan leaders to break the political deadlock. The United Nations Support Mission in Libya (UNSMIL) has been working on a revised roadmap aimed at addressing contentious issues, including the criteria for presidential candidacy and the role of military and security actors in the transition.
Western capitals, particularly Washington and European Union member states, have urged Libyan institutions to reach a compromise, warning that continued instability threatens regional security and enables foreign interference in Libya's affairs. The presence of mercenaries and foreign forces remains a major obstacle to long-term stability.
Political analysts in Tripoli and Benghazi view this meeting as a positive step toward resuming serious negotiations. However, they caution that previous rounds of dialogue have failed to produce lasting agreements, underscoring the deep mistrust among key players. The UN's role as an honest broker will be critical in bridging these divides.
For ordinary Libyans, the stakes could not be higher. After more than a decade of conflict and instability since the 2011 uprising, the demand for functional state institutions, reliable public services, and economic recovery has never been more urgent. The success of the political process will ultimately be measured by its ability to deliver tangible improvements in daily life.
