The United Nations Support Mission in Libya (UNSMIL) has issued a stark warning that the armed clashes erupting in the city of Al-Zawiya and its surrounding areas risk triggering far-reaching instability across the country. The mission condemned the heavy fighting that broke out on Friday, emphasizing that the continued violence not only endangers civilian lives but also threatens critical strategic infrastructure, with severe humanitarian and economic consequences for all of Libya.
The armed clashes in Al-Zawiya erupted following an announcement by the city's Security Directorate of a security operation targeting criminal hideouts, wanted individuals, and groups threatening public security. However, the operation quickly escalated into heavy fighting involving the use of heavy weapons and indiscriminate gunfire in densely populated neighborhoods. Reports indicate that residential compounds near the Al-Zawiya oil refinery were being used for military purposes, raising serious concerns about the protection of civilian infrastructure. The violence caused significant damage to several buildings, offices, and vehicles belonging to employees of the Al-Zawiya Oil Refining Company. Most critically, the Zawiya refinery was forced to halt operations, and a kerosene storage tank designated for aviation fuel belonging to Brega Petroleum Marketing Company was struck by two shells, posing a grave risk of fire or explosion.
UNSMIL stated that the use of heavy weapons in densely populated areas is "unacceptable" and places civilians at grave risk, pointing to alarming reports of civilian casualties including residents killed and injured after being trapped in crossfire. The mission called on all parties to immediately cease hostilities and stressed that "civilian infrastructure must not be turned into battlefields." The mission praised efforts by influential leaders and security actors working toward de-escalation, reaffirming its readiness to support Libyan efforts aimed at restoring calm, protecting civilians, and safeguarding Libya's national resources. The situation underscores the fragile security landscape in western Libya, where armed groups continue to operate with impunity despite ongoing political efforts to unify the country's institutions.
The immediate challenge lies in achieving a lasting ceasefire in Al-Zawiya and preventing the conflict from spreading to neighboring cities along the western coast. The damage to the Zawiya refinery, one of Libya's key oil processing facilities, threatens to compound the country's economic difficulties by disrupting fuel supplies. UNSMIL has urged competent authorities to launch swift and credible investigations into civilian harm and to ensure full legal and moral accountability in line with the rule of law. The international community continues to monitor the situation closely, as any further escalation in the Al-Zawiya region could undermine the already fragile political process and delay prospects for national elections.
