Libya's Minister of Planning, Mohammed Al-Zaidani, met with the UN Deputy Special Representative and Resident Coordinator in Libya, Ulrika Richardson, in Tripoli on July 23, 2026, to discuss deepening cooperation between the Government of National Unity and the United Nations on sustainable development priorities, the Libyan News Agency (LANA) reported.

Climate finance access takes center stage in Libya-UN talks
According to the United Nations, both sides agreed on the urgent need to strengthen Libya's access to global climate finance and adaptation mechanisms. Libya, like many North African nations, faces increasing climate vulnerabilities — from water scarcity to desertification — that threaten agricultural productivity and economic stability.
The agreement aims to link international climate initiatives with national and local efforts, ensuring global funding reaches affected communities. Ulrika Richardson welcomed Libya's growing focus on development, reiterating the United Nations' commitment to providing coordinated technical expertise and institutional capacity building in support of Libyan-led sustainable development.
"The UN remains fully committed to supporting Libyan institutions in their efforts to achieve the Sustainable Development Goals," Richardson said. The UN's approach centers on empowering local institutions rather than imposing external solutions, aligning with Libya's sovereign development priorities.
The Resident Coordinator highlighted that UN agencies operating in Libya — including UNDP, UNICEF, and WFP — stand ready to scale up technical assistance programs in response to the Government of National Unity's identified priorities.
Strategic timing amid broader diplomatic engagement
The meeting comes amid intensified UN engagement in Libya, including the launch of a digital campaign to showcase Libyan youth creativity and ongoing support for the political process leading toward national elections.
